The eligibility criteria for applicants are specified in the Haryana Public Service Commission official notice. The eligibility requirements decide whether the applicant is able to attend for the examination. Hence, it is suggested for all the students who are sitting for the HPSC HCS examination to verify the eligibility requirements before submitting the application form. There are various aspects that define the qualifying requirements include nationality, age restriction, educational qualification, and physical fitness. Therefore, applicants are encouraged to inspect each region attentively. Once the individual satisfies the eligibility conditions, then he or she may complete the HPSC HCS application form. Candidates who successfully fill out the application form will subsequently be eligible to acquire the admit card. The HPSC HCS examination is held to select candidates for different civil service positions that are given under the administration of the Haryana government.

Nationality
Candidate applying for the Examination must be:-
- a citizen of India,
- a subject of Nepal
- a subject of Bhutan, or
- a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
- a person of Indian origin who has migrated from Sri Lanka, Burma, Pakistan, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b). (c). (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
Education Qualification
The second part of the HPSC qualifying requirements is the minimum educational qualification. Students who intend to appear for the HPSC HCS test must obtain a bachelor’s degree in any field from a recognized board or institution. Students who are in the last year of their degree may also apply for the test. However, students must obtain a passing certificate before the interview & document verification procedure.
Note: It has to be remembered that applicants who hold a diploma holders are not qualified to sit for the Haryana Civil Service Examination.
Age Limit
Candidates who intend to apply for the Haryana Civil Service Examination must fall within the stipulated age limit. As to the HPSC eligibility standards, the minimum and maximum age restriction to apply for various jobs except Deputy Superintendent of Police (DSP) for the General Category student is 18 years and 42 years, respectively. The maximum age restriction to apply for the DSP job is 27 years.

Eligibility Criteria for the Post of DSP
To apply for the post of DSP of Haryana Police Aspirants must have to fulfil certain requirements. The qualifying criteria for the job of DSP differ somewhat from those for other posts. The maximum age for applying for a DSP post is 27 years. For the post of DSP additional Physical parameters has to be fulfilled by the applicants. Number of Attempts
The Haryana Public Service Commission (HPSC) has not imposed a restricted number of test attempts for candidates. The candidates may take the test till the age restriction precludes them from doing so.
Domicile
Students who intend to sit the HPSC HCS test must fulfil the Haryana Public Service Commission's (HPSC) domicile standards. To apply for the Haryana Civil Service Examination, aspirants must be an Indian citizen. This examination is not only subjected to the applicants of the Haryana State, Candidates of Different states can apply too, but for the benefits of the reservation and the age relaxation one must have the domicile certificate issued by the state government.
PAPER-I
Prelims
The Haryana Public Service Commission (HPSC) conducts the preliminary examination for HCS (Executive Branch) & Other Allied Services. The preliminary examination is a qualifying exam that screens candidates for the main examination. Prelims consists of two papers i.e. GS-I and GS-II (CSAT)
GENERAL STUDIES
- General Science.
- Current events of national and international importance.
- History of India and Indian National Movement.
- Indian and World Geography.
- Indian Culture, Indian Polity and Indian Economy.
- General Mental Ability.
- Haryana-Economy and people.
- Social, economic and culture institutions and language of Haryana.
- General Science will cover general appreciation and understanding of science including matters of everyday observation and experience, as may be expected of a well educated person who has not made a special study of any particular scientific discipline.
- In current events, knowledge of significant national and international events will be tested.
- In History of India, emphasis will be on broad general understanding of the subject in its social, economic and political aspects.
- Questions on the Indian National Movement will relate to the nature and character of the nineteenth century resurgence, growth of nationalism and attainment of Independence.
- In Geography, emphasis will be on Geography of India. Questions on the Geography of India will relate to physical, social and economic Geography of the country, including the main features of Indian agricultural and natural resources.
- Questions on Indian Polity and Economy will test knowledge on the country's political system and Constitution of India. Panchayati Raj, social systems and economic developments in India.
- On general mental ability, the candidates will be tested on reasoning and analytical abilities.
GENERAL STUDIES
The nature and standard questions in these papers will be such that a well-educated person will be able to answer them without any specialized study. The questions will be such as to test a candidate's general awareness of a variety of subject which will have relevance for a career in Civil Services.
