UKPSC Eligibility Criteria 2024 & Syllabus

The eligibility criteria for applicants are specified in the UKPSC official notice. The eligibility requirements decide whether the applicant is able to attend for the examination. Hence, it is suggested for all the students who are sitting for the UKPSC examination to verify the eligibility requirements before submitting the application form.There are various aspects that define the qualifying requirements include nationality, age restriction, educational qualification, and physical fitness. Therefore, applicants are encouraged to inspect each region attentively. Once the individual satisfies the eligibility conditions, then he or she may complete the UKPSC application form. Candidates who successfully fill out the application form will subsequently be eligible to acquire the admit card. The UKPSC examination is held to select candidates for different civil service positions that are given under the administration of the Uttarakhand government.

Here we will look at the factors relating to the Eligibility criteria in the BPSC Examination. State Commission has specified about the eligibility criteria as:

  2. Qualification
  3. Age
  4. Physical Standards

Nationality:

For direct recruitment to any post in the Service it is essential that a candidate:-

  1. is a citizen of India; or
  2. is a Tibetan refugee who came over to India before the 1st day of January, 1962 with the intention of permanently settling in India. or
  3. is a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or any East African country- Kenya, Uganda or the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanently settling in India; Provided that a candidate belonging to categories (b) and (c) above must be a person in whose favour a certificate of eligibility by govt. of Uttarakhand:

Also, a candidate belonging to category (b) shall also be required to obtain a certificate of eligibility from the Deputy Inspector General, Intelligence Branch, Uttarakhand. Provided also that if a candidate belongs to category (c) above, a certificate of eligibility shall not be issued for a period exceeding one year and such a candidate shall be permitted to continue in service beyond the period of one year on the condition that he acquires Indian citizenship.

Note: A candidate in whose case a certificate of eligibility is necessary but the same has neither been issued nor refused, may be admitted to any examination or interview and may also be provisionally appointed on the condition that the necessary certificate is obtained by him or is issued in his favour.

Educational Qualification:

the candidates must possess a graduation degree from a recognized university established by law in India till the last date of acceptance of applications. Candidates must mention this in the prescribed column of their online application.

The following qualifications are prescribed for the posts of Deputy Education Officer / Staff Officer / Law Officer and Probation Officer

Designation Essential Educational Qualification
Deputy Education Officer / Staff Officer / Law Officer Masters degree from a University established by law in India.
Probation Officer Masters degree in Sociology or Applied Sociology or Social Work from a University established by law in India or any institution other than a University which has been recognized or declared as a University under the law or from a foreign University recognized by the Central Government.

Preferential Qualification-

For the posts mentioned at serial number 01, 02, 10, 11 and 12 of the above table, other things being equal, preference will be given in the case of direct recruitment to such candidate who:-

  • Must have served for 2 years in territorial army, or
  • Has a NCC ‘B’ Certificate.

In addition, the following preferential qualifications are prescribed for the posts mentioned at serial number 03, 04, 05, 07, 08, 09 and 13 of the above table-

District Commandant, Home Guards, Assistant Divisional Transport Officer and Assistant Municipal Commissioner / Executive Officer (Category-1) (a) has served in the Territorial Army for a minimum period of two years. Or (b) has received the "B" or "C" certificate of the National Cadet Corps.
District Panchayat Raj Officer (a) Have served in the Territorial Army for a minimum period of two years; or (b) Have obtained "C" certificate of National Service Scheme. (c) Has a NCC ‘B’ Certificate.
District Village Industries Officer (a) Must have served for 2 years in territorial army, or (b) Has a NCC ‘B’ Certificate. (c) 10 months training of Khadi Village Industries from Khadi Village Industries Commission or sponsored institutions.
Deputy Education Officer / Staff Officer / Law Officer (a) Graduate Training in Education (B.Ed.) Degree from any University established by law in India. (b) Have served in the Territorial Army for a minimum period of two years, or (c) Have obtained "B" certificate of National Cadet Corps.
Probation Officer (a) Bachelor of Law Degree of any recognized University. (b) Practical experience of social work.

Age:

The age limit is fixed at minimum 21 years and maximum 42 years. The decisive date for calculation of age is 01 July, 2024. The age of the candidate should be at least 21 years on 01 July, 2024 and should not be more than 42 years.

Relaxation in maximum age limit:

For candidates of various categories / sub-categories, relaxation will be provided in the upper age limit according to their reservation category and sub-category as per the Uttarakhand Government orders.

  • Candidates of Uttarakhand Scheduled Caste / Uttarakhand Scheduled Tribe / Uttarakhand Other Backward Class are allowed a relaxation of 05 years in the maximum age limit.
  • Disabled candidates of Uttarakhand are allowed 05 years relaxation in maximum age limit for Group "A" and "B" posts.
  • For soldiers who have received emergency commission / short service commission including officers of the army, ex-servicemen and commissioned officers who have served at least five years in the army, this doesn’t apply in case of:-
    1. Those who have been dismissed due to misconduct or inefficiency,
    2. Those who have been discharged from service due to physical incapacity or disability considered to be a defect in military service.

Physical Fitness

No candidate shall be appointed to any post in the Service if he is not in good physical and mental health and free from any physical defect likely to interfere with the efficient discharge of his duties.

  1. (a) in the case of a Gazetted post or Service, he shall have to pass the examination by the Medical Board.
  2. (b) in the case of other posts in the Service, he shall be required to produce a certificate of fitness in accordance with the rules.

Physical Standards:

For the post of DSP, As per the provisions of Appendix-"B" of Uttarakhand Police Service Rules, 2009, the following physical standards are required-

(d) Eye Sight

For appointment in Uttarakhand Police Service, the candidate should not have vision of less than 6/6 in one eye and 6/9 in the other eye. Hence, right eye should be 6/6 for right handed candidates and left eye should be 6/6 for left handed candidates without glasses and should be completely free from colour blindness/squints.

(e) Other Requirements

Candidate having knock knee, flat foot, bow leg, varicose vein, stammering, disability and other deformities and problems which may cause any kind of hindrance in the duty of a police officer will be considered as disqualified. In this regard, on proof of the candidate's suitability in the report prescribed by the Medical Council, the candidate will be finally given appointment in the Uttarakhand Police Service.

District Commandant, Home Guards

As per the provisions of Uttarakhand Home Guards Group 'A' and 'B' Service Rules, 2016, the following physical standards are required-

A candidate shall be appointed to any post in the service only if he is in good mental and physical health and is free from all such physical defects such as Colour Blindness, Varicose veins, which may hinder him in performing his duties efficiently. Sr. No.

Note:

  1. Before applying, candidates should ensure that they have the above mentioned physical qualifications.
  2. For relaxation in height and chest measurement for the post of Deputy Superintendent of Police, candidates of hilly areas will have to submit hill certificate issued before the last date of advertisement in the format attached at Appendix-06.
  3. For relaxation in height for the post of District Commandant, Home Guards, male candidates of Uttarakhand State will have to submit permanent residence certificate issued before the last date of advertisement.

Reservation:

Only applicants who are residents of Uttarakhand would be eligible for vertical/horizontal reservation, based on the most recent government order issued by the government. Reservation will be allowed only on claiming vertical/horizontal reservation category/sub-category in the relevant column of the online application form.

  1. Candidates belonging to Scheduled Caste, Scheduled Tribe, Other Backward Class, Economically Weaker Section, Ex-Serviceman, Disabled (Divyang), Dependent of Freedom Fighter, Orphan Children and Women category, who are not residents of Uttarakhand State, will not be allowed the benefit of reservation. Such candidates will be able to apply only under the Unreserved (General) category.
  2. 10 percent reservation has been provided to economically weaker sections in the public services and direct recruitment posts under the state in Uttarakhand Public Service (Reservation for Economically Weaker Sections) Act 2019. The issuance of the Economically Weaker Section Certificate should be based on the revenue of the preceding financial year. Apart from the above, the Economically Weaker Section Certificate submitted by the candidate must be held and valid till the last date of filling the online application form.
  3. For Divyangjan: To avail the benefit of reservation for Divyangjan, it is mandatory to have a disability of at least 40 percent in any one of the various categories of disability.
  4. the benefit of horizontal reservation shall be admissible to women domiciled in Uttarakhand.
  5. The benefit of ex-servicemen reservation shall be admissible only to retired/employed military personnel.
  6. The benefit of horizontal reservation will be given to the dependent candidates of freedom fighters in the light of the latest government orders issued by the Government.
  7. Permanent residents of the State of Uttarakhand. The relevant certificate in support of the claim for the said reservation should be issued by an officer not below the Sub-District Magistrate on the recommendation of the District Probation Officer of the district.

Character:

The character of a candidate for direct recruitment to a post in the Service must be such as to render him fit in all respects for employment in the Government Service. The appointing authority must ensure this.

Please be aware that individuals who have been terminated by the Union Government, State Government, local authorities of any State Government, or any company or organization owned or controlled by the Union Government or State Government are not eligible for employment in any position within the Service. Persons convicted of any offence involving moral turpitude shall also not be eligible for appointment.

Marital Status

A male candidate who has more than one wife and a female candidate who is married to a man who already has a wife alive is not eligible for any of the post.

Note:Provided that the Governor may exempt any person from the operation of this rule if he is satisfied that there are special reasons for so doing.

(A) There shall be a long passage in English for comprehension, followed by three objective-type questions, with multiple choices, of 1.5 mark each. These questions will test the candidate's ability to comprehend the ideas contained in the passage as well as his/her knowledge of English language/grammar.

(B) The four questions (1.5 mark each) based on language/grammar may cover the following areas:

  3. Synonyms
  4. One-word substitution
  5. Phrases/phrasal verbs
  6. Transformation of sentences

हिन्दी भाषा में बोधगम्यता कौशल-

(अ) हिन्दी - भाषा में बोधगम्यता कौशल हेतु दिए गए विस्तृत अपठित गद्यांश या अवतरण से, प्रतिपाद्य (विषयवस्तु), भाषा और व्याकरण पर आधारित, 06 वस्तुनिष्ठ प्रश्न पूछे जाएंगे। प्रत्येक वस्तुनिष्ठ प्रश्न डेढ़ अंक का होगा तथा प्रत्येक प्रश्न के चार वैकल्पिक उत्तर A, B, C, D होंगे। जिनमें केवल एक उत्तर ही सही होगा।

(ब) 07 वस्तुनिष्ठ प्रश्न (प्रत्येक डेढ़ अंक) अपठित गद्यांश के कथ्य, शीर्षक उद्देश्य, भाषा, लोकोक्ति एवं मुहावरा, अलंकार, शब्द- विवेक (तत्सम, तद्भव, देशज एवं विदेशी शब्द, पर्यायवाची शब्द, विलोम शब्द, शब्दार्थ), उपसर्ग, प्रत्यय, सन्धि, समास और क्रियारूप आदि पर आधारित होने चाहिए।

Essay

This question paper will consist of three sub-sections-'A','B' and 'C'. The candidates will have to write an essay of 700-800 words limit from each sub section of opted language alternatives.
